Summary:
"You're trying to take on Torchwood armed only with a half-naked woman and a boa-constrictor?"
"You can admire the insane brilliance of my strategy later."
"Outside the Government" isn't a mission statement calculated to appeal to Mycroft Holmes. But in order to enlist his younger brother to help him solve the Torchwood Problem he needs to pique his interest. By way of bribe, he can offer him access to the classified files on the most intriguing collection of cold cases known to man - all centred on Cardiff.
The game is on, but this time both Holmeses are hunting in tandem and Torchwood is their prey.
Author's note: Impliedly AU the Torchwood/Doctor Who Universe since the author finds it impossible to contemplate a world with the Master in Downing Street and Mycroft Holmes in the civil service, so in this universe The Year That Never Was, wasn't; takes place after the end of series 2 of Torchwood and is intended to prevent series 3.
